My aunt told me she has this officemate who looks a lot like the good doctor!
Description:
tall, Japanese-looking, wears black all the time, has "The White Forelock of Doom"

I read somewhere Leiji was inspired by Black Jack to create some of Captain Harlock's appearance. I mean, c'mon. How often do you see that kind of scar? It's either BJ himself, something to do with Harlock, or a BJ parody.
Uhhmmm. Well this is a stupid one. But to anyone who's played Phoenix Wright : Justice for All on the DS, there is a short-lived character in it named Dr. Grey. This fellow happens to be an older surgeon with a white lock of hair (or it's his bangs...whatever) contrasting against darker hair. White hair is pretty typical, but the surgeon thing = HMMDRRR.

Ditto!
Yeah, I'll have to agree!
But doesn't "The White Forelock of Doom" rock? We love Black Jack for that, too!
Well now, I don't find so much surprising if Captain Harlock's appearance was based on the good doctor. I've also seen a eerie scar very similar to them both in a character from Metal Slug. Her name's Sophia. Many of her early character designs had that same scar but it looked more like Harlock's than Black Jack's. It made her look sinister and evil. As it turns out, she has a colorful and cheerful personality. Removing that scar really changed her!

With his facial scar, cape, and mop of black and white hair, Kuro Hazama, a.k.a. Black Jack, resembles a cross between Cruella DeVil and Captain Harlock.
( i guess )

Hey, needs to be updated ! Cause now we got Sweeney Todd ! - Wild and black & white hair - Creeeepy look - Looking alike outfit - Holding a sharp instrument - Brilliantly uses this sharp instrument - And a certain taste for revenge I think it's more than obvious. Except that Sweeney is REALLY bad... By the way, the movie was great, don't you think ? ^^
